California Child Welfare Core Practice Model (CPM)

The California Child Welfare Core Practice Model (CPM) is a project of the County Welfare Directors Association (CWDA) of California with support from the California Department of Social Services, the Child and Family Policy Institute of California, and the Regional Training Academies.

The CPM supports child welfare practice and allows child welfare professionals to be more effective in their roles. The CPM guides practice, service delivery, and decision-making through shared values, principles, practice behaviors, and leadership behaviors, which support best practice in county Child Welfare agencies.

The CPM Brochure (updated in 2024) contains the most recent version of the CPM including the values, guiding principles, leadership commitments, practice components, practice elements, leadership behaviors and practice behaviors. View >
